Paid plans can be bought, and the price you see is the price charged
The catalogue, the checkout page and the webhook are one path now: a plan that is bought grants its allowance, and a plan that stops being paid for stops.
A payment lands in two places - the provider's own record and this platform's - and for a while only the first was right. A subscription could be confirmed, the plan label could change, and the account could still hold Free's allowance, which is a customer who has paid and cannot build.
A plan now changes in exactly one function, and that function grants the plan's allowance on top of anything an operator gave. A repeated webhook cannot refill a balance somebody already spent, and a subscription that lapses drops the account to Free on the next read, keeping the credits that were bought separately.
The price list itself was corrected while doing it: prices are the amount charged, tax is inside them where it applies, and the page says that in one sentence instead of asking a buyer to work out a percentage.
